राजभाषा विभाग
भारत सरकार के गृह मंत्रालय का राजभाषा विभाग केन्द्र सरकार के कार्यालयों और संगठनों में हिंदी के प्रयोग को बढ़ावा देने हेतु कार्यरत है । काफी समय से केन्द्र सरकार के कर्मचारियों के कार्य में हिंदी प्रयोग को बढ़ावा देने हेतु प्रयास किए गए हैं । अनुभव बताता है कि केन्द्र सरकार के कार्यालयों और संगठनों में बड़ी संख्या में कर्मचारी अपने क्रियाकलापों में हिंदी का अधिकाधिक प्रयोग करने के इच्छुक हैं परंतु पर्याप्त तकनीकी सुविधाओं के अभाव में हिंदी भाषा का प्रयोग प्रभावशाली ढंग से नहीं कर पाते हैं । सरकार द्वारा हिंदी में सहजता से कार्य करने के लिए प्रभावी साधनों को मुहैया कराने पर विचार किया गया है । हिंदी के प्रगामी प्रयोग को बढ़ावा देने हेतु इलैक्ट्रॉनिक मीडिया के माध्यम से आधुनिक तकनीक के समावेश के विचार ने उन लोगों की समस्या के समाधान के रूप में जन्म लिया जो हिंदी में कार्य करने के इच्छुक हैं परंतु पर्याप्त सुविधा के अभाव में ऐसा करने से झिझक रहे हैं ।
2. सरकारी कार्यालयों में सरल व प्रभावी तरीके से हिंदी में कार्य करने के लिए उपयुक्त सॉफ्टवेयरों के विकास हेतु राजभाषा विभाग ने सूचना एवं प्रौद्योगिकी मंत्रालय की कंप्यूटिंग कंपनी, नामत:, सी-डैक, पुणे के साथ एक समझौता किया है । पिछले कुछ वर्षों में विकसित सॉफ्टवेयरों में हिंदी भाषा का स्वयं शिक्षण (लीला-श्रृंखला), मंत्रा श्रृंखला द्वारा चुने गए कार्यक्षेत्रों में अंग्रेजी से हिंदी तुरंत अनुवाद, हिंदी डिक्टेशन के लिए श्रुतलेखन सॉफ्टवेयर, अंग्रेजी स्पीच की पहचान कर उसे हिंदी में अनुवाद के लिए वाचांतर सॉफ्टवेयर शामिल है । सॉफ्टवेयरों के विकास की इस श्रृंखला में नवीनतम विकास राजभाषा विभाग द्वारा सी-डैक के माध्यम से ई-महाशब्दकोश का विकास है, जो कि एक द्विभाषी-द्विआयामी उच्चारण शब्दकोश है । प्रौद्योगिकी को हिंदी के प्रयोग से जोड़कर राजभाषा के प्रयोग को बढ़ाने के इरादे से हिंदी प्रेमियों के लिए ई-महाशब्दकोश को प्रस्तुत करना मेरे लिए हर्ष और गर्व की बात है । ई-महाशब्दकोश के वर्तमान शुरूआती संस्करण में प्रशासनिक कार्यक्षेत्र में प्रयुक्त होने वाले शब्दों को शामिल किया गया है ।
ई-महाशब्दकोश की विशेषताएं निम्न प्रकार होंगी :-
- देवनागरी लिपि यूनिकोड फोन्ट में प्रदर्शित की जाएगी
- हिंदी / अंग्रेजी शब्दों का उच्चारण
- स्पष्ट प्रारूप, आसान व त्वरित शब्द खोज
- अक्षर क्रम में शब्द सूची, सीधा शब्द खोज
- अंग्रेजी / हिंदी अक्षरों द्वारा शब्द खोज
- स्पीच इंटरफेस के साथ हिंदी शब्द का उच्चारण
- सामान्य शब्दकोश में सामान्यतया न पाए जाने वाले शब्द रूपों का पूरा विवरण तथा भाषा विशेष का शुद्ध उच्चारण
- शब्द / मुहावरों का प्रयोग
3. मुझे विश्वास है कि ई-महाशब्दकोश प्रयोगकर्ताओं में बहुत लोकप्रिय होगा क्योंकि यह केन्द्र सरकार के कार्यालयों में हिंदी में सामान्य कार्य करने में आने वाली अनेक बाधाओं को दूर करने में सहायक होगा । वास्तव में यह केवल सीमित अर्थों में एक शब्दकोश ही नहीं वरन् इससे आगे अपनी पहुंच को ले जाते हुए यह शुद्ध उच्चारण, विशेष प्रयोगकर्ताओं के लिए विशिष्ट अर्थ देना, शब्दों और मुहावरों को प्रयोग करने का विवरण आदि सुविधाओं को देने में सहायक है । यह कहने की आवश्यकता नहीं है कि यह शब्दकोश मुहावरों को प्रयोग करने में आने वाली दिक्कतों को दूर करने तथा उनको ठीक से दिखाने में प्रयोगकर्ता के लिए लाभकारी होगा ।
4. ई-महाशब्दकोश उनके लिए बहुत उपयोगी होगा जो वास्तव में हिंदी में काम करना चाहते हैं । सी-डैक, पुणे के सहयोग से राजभाषा विभाग द्वारा विकसित कराए गए सॉफ्टवेयरों में यह एक उल्लेखनीय उत्पाद होगा । ई-महाशब्दकोश की सूची में आगे सुधार के लिए यह आवश्यक होगा कि अधिक से अधिक लोग इसका प्रयोग करके अपना अमूल्य फीड-बैक राजभाषा विभाग या सी-डैक को भेजें ताकि ई-महाशब्दकोश की सक्षमता और दक्षता को अति उच्च स्तर तक ले जाया जा सके ।

Department of Official Language in the Ministry of Home Affairs, Government of India has been in the business of promoting use of Hindi in Central Government offices and organizations. Over a period of time, a number of measures have been taken to encourage increased use of Hindi in the functioning of the Government officials at the Centre. Experience has proved that a large number of officials and staff under the Central Govt. offices and organizations are keen to increasingly use Hindi for their day to day business and are not able to effectively use the language due to lack of adequate facilities. Ways and means to provide effective facilities for smooth functioning in Hindi have been considered by the Government. The idea of promoting Hindi making use of the modern technology through the electronic media has emerged as a solution to the problems faced by those who are desirous of working in Hindi and are hesitant to do so due to inadequate facilities.
2. Department of Official Language has entered into an Agreement with C-DAC, a computing company under the Ministry of Information and Technology to develop suitable softwares for enabling working in Hindi in Government offices an efficient and easy task. The softwares developed over the last few years include Self-learning of Hindi language (LILA series), instant translation from English to Hindi in selected domains through the MANTRA series, software for dictation in Hindi through Shrutlekhan software, software for English speech recognition and its translation into Hindi combined in one through Vachantar. The latest in the series of softwares produced in collaboration with the C-DAC by the Department of Official Language is the E-MahaShabdkosh i.e. a bilingual, bidirectional and pronouncing dictionary. It is a matter of pleasure and pride for me to introduce E-MahaShabdkosh to the lovers of Hindi as this intends to bridge the gap immensely between technology and promotion of Hindi as the Official Language. The main feature of E-MahaShabdkosh is that it is focused on the domains of Administration, Healthcare and Industry in its present form.E-MahaShabdkosh will have the following features:-
- Devanagari script depicted using UNICODE Fonts
- Pronunciations
- Clear layout, easy navigation
- Alphabetical Listing, Direct Word Search
- Search at keyword and character combinations in English/Hindi.
- Pronunciation of the Hindi word with the Speech Interface.
- Details about the variants that is usually not found in a general dictionary and carefully chosen defined accent of a language.
- Usage of the word/phrases
3. E-MahaShabdkosh, I am sure will be very popular amongst users as it is purported to eliminate many of the bottle necks that work as major impediment in carrying out normal work in Central Government offices, in Hindi. The fact is that it is not a Dictionary in its limited sense, it goes out to enhance its reach by providing assistance in proper pronunciation, meanings pertaining to particular usages, details on how to use the words and phrases and so on. Needless to say pictorial depiction of words and phrases adds as a great advantage to the user when one is confronted by complexities of some words/phrases.
4. It is felt that E-MahaShabdkosh will be a great aid for those who really want to work in Hindi. Its stands out in the series of softwares Department of Official Languages has created in collaboration with C-DAC. Further refinements of the contents in the E-MahaShabdkosh will be possible only if maximum people get to use it and send valuable feedback to the Department of Official Language or C-DAC so that the E-MahaShabdkosh reach still higher levels of competence and efficiency.
